Rachel Mlinarchik is GMF’s managing director of development. She was previously national philanthropy director at SBP, a national disaster response and relief organization, and she spent nine years at CARE, focusing on major and principal gifts, new market development, and strategic engagement. Her earlier professional experience includes fundraising roles at American University, Public Citizen, and the American Kidney Fund.

Mlinarchik is a trained diversity, equity, and inclusion (DEI) facilitator and taught English as a second language in Japan, Thailand, and the United States. She holds a master’s degree in international communication from American University’s School of International Service and a bachelor’s degree in English from George Mason University.

Florent Parmentier is a visiting fellow at GMF and secretary general of the Centre for Political Research of Sciences Po (CEVIPOF). His work includes research on EU, Central European, and Eastern European affairs, and he regularly comments on these issues for French and international media.

Parmentier is also an associate researcher for the Centre of Geopolitics of HEC Paris, a business school. He teaches European geopolitics, foresight studies and public affairs at Sciences Po and at the University Mohamed VI Polytechnic in Rabat. He has published several books in French, English, and Romanian.

Alyse LaVoie is GMF’s digital communications manager. She leads the organization’s digital media messaging, strategy, and social media.

LaVoie’s professional experience includes stints in international public affairs and government relations, when she contributed to public diplomacy campaigns. She has also worked with the United Nations Development Programme, Eurasia Group, and the US Department of Commerce’s Office of Public Affairs.

LaVoie is a graduate of Columbia University’s School of International and Public Affairs, and of American University.

Caitlin Goldenberg is a program coordinator for GMF Tech, where she manages the team's work on technology and geopolitics. Prior to joining ASD, she held internships at UNHCR, where she managed individual asylum cases during the Russian invasion of Ukraine, and in the US Department of State's Office of Russian Affairs, where she monitored Russian human rights abuses and misinformation campaigns. She previously worked with GMF's Alliance for Securing Democracy.

A recent graduate of Brown University, Goldenberg holds a bachelor's degree in international and public affairs, and a certificate in data fluency. She focused her studies on Russian politics, humanitarian intervention, and cybersecurity. In 2022, Goldenberg studied in Bishkek, Kyrgyzstan with the State Department's Critical Language Scholarship for Advanced Russian. She also speaks Spanish.
