Nicolas Bouchet is a visiting fellow based in GMF’s Berlin office, working closely with GMF’s Transatlantic Trusts in its efforts to support democracy and civil society in Eastern Europe. He conducts research on EU and US democracy promotion, with a particular focus on Russia and Eurasia (especially the countries of the EU’s Eastern Partnership). His research interests also include US foreign policy, democratization, and civil society.
Foreign Policy
Kristina Kausch is deputy managing director and senior fellow, GMF South. She is also the German Marshall Fund’s resident representative in Madrid, Spain. Her research focuses on Europe’s relations with its neighborhood and broader geopolitical trends in the Middle East.

David Salvo is senior fellow and managing director of the Alliance for Securing Democracy (ASD) at GMF. An expert in Russian affairs, Salvo has been analyzing the Kremlin’s authoritarian toolkit to undermine democracy at home and abroad throughout his career.
Salvo has worked at ASD since 2017, first as a resident fellow and then as deputy director. He is the principal author of The ASD Policy Blueprint for Countering Authoritarian Interference in Democracies and makes regular media appearances, including on NPR, CNN, Fox, MSNBC, and ABC News, to discuss US-Russian relations, Russian foreign policy toward its near abroad, and Russian tactics and objectives to undermine democracy in the United States and Europe.

Ambassador Karen Kornbluh has helped shape policy as a public servant and diplomat since the early days of the commercial internet. The New York Times called her a “passionate and effective advocate for economic equality”, and she was named one of Washingtonian magazine’s top influencers. She leads GMF Digital (formerly Digital Innovation and Democracy Initiative) which works to ensure that technology supports democracies worldwide.
Dr. Julia De Clerck-Sachsse is an EU diplomat and academic specializing in international relations and identity politics. As a visiting senior fellow at GMF she works on transatlantic relations, EU foreign and security policy, and foreign policy strategy. She is also leading a research project on the EU’s geopolitical narrative as an academic visitor at Oxford University.
Bonnie S. Glaser is managing director of GMF’s Indo-Pacific program. She is also a nonresident fellow with the Lowy Institute in Sydney, Australia, and a senior associate with the Pacific Forum. She is a co-author of US-Taiwan Relations: Will China's Challenge Lead to a Crisis (Brookings Press, April 2023). She was previously senior adviser for Asia and the director of the China Power Project at the Center for Strategic and International Studies. Glaser has worked at the intersection of Asia-Pacific geopolitics and US policy for more than three decades.
