Many central multilateral institutions lack the necessary clout, flexibility or legitimacy to effectively tackle today’s pressing global problems and crises. At the same time, reforming these institutions takes time and a political consensus that in many instances is lacking. Yet pressing global challenges and crises cannot wait. Do ad hoc groupings and other informal arrangements provide a suitable solution to this dilemma, or will they undermine global institutions?
