As bilateral relations with China remain tense, the United States has been encouraging Europe to be more cautious of Chinese investment, especially in key industries which could provide Beijing with additional coercive power and tip the geo-strategic landscape in its favor. For its own reasons, Europe has been toughening its approach at both a national and an EU level, while the subject has featured on the NATO agenda too. Yet as the report lays out, China has been adapting its playbook to the new landscape. The report proposes an approach to Chinese economic presence that goes beyond reactiveness, based on a sharpened sense of the risks associated with China’s investments in infrastructure and key industries across Europe.
